Lactose intolerance and milk allergy: why is there a different rule?

Lactose intolerance is a matter of indigestion, while milk allergy is an immune reaction. The label with no efficiencies does not automatically mean that a product is safe in milk allergies, so you should treat the two user settings and filtering rules separately.
